Presidenti i Kongresit të pushtetit vendor në Këshillin e Evropës, Anders Knape, thotë në një deklaratë se misioni nuk vëzhgon zgjedhje pas pjesëmarrjen kuptimplotë të forcave të opozitës.

“Në dritën e zhvillimeve të fundit dhe pasigurisë në Shqipëri në lidhje me pjesëmarrjen e plotë të spektrit politik të kandidatëve dhe partive në zgjedhjet lokale më 30 qershor 2019, Kongresi i Autoriteteve Lokale dhe Rajonale ka vendosur të mos vendosë vëzhgimin e saj zgjedhor Misioni. Duke pasur parasysh faktin se në 31 nga 61 komunat vetëm një kandidat është në pozitë për votimin lokal, është e vështirë të pritet një konkurrencë e rëndësishme politike dhe kjo nënkupton rrezikun logjistik për Këshillin se nuk është në gjendje të vendosë një mision të plotë përgjatë gjithë vendi, i cili është një procedurë standarde gjatë Misioneve të Zgjedhjeve të Kongresit në përputhje me rregullat tona. Cilat misionet e Kongresit bazohen në vëzhgimin e zgjedhjeve lokale dhe rajonale me pjesëmarrje të gjerë të forcave të ndryshme politike të një vendi, dhe kështu Kongresi nuk ka vërejtur asnjë zgjedhje pa pjesëmarrje kuptimplotë të opozitës. Lidhur me këtë pyetje është vlerësimi ynë për një vendosje të sigurt për vëzhguesit tanë të Kongresit. Vendimi i Kongresit është marrë në konsideratë të të gjithë informacioneve të disponueshme për ne, si në lidhje me situatën politike dhe logjistike. Kongresi nuk bën asnjë deklaratë këtu për ligjshmërinë e këtyre zgjedhjeve dhe kjo nuk ka të bëjë fare me pyetjen nëse dhe kur do të mbahen zgjedhjet lokale. Ky është vendimi i vetëm autonome i Shqipërisë “.

Albania: Statement by the President of the Congress
“In the light of recent developments and the uncertainty in Albania with regard to the full participation of the political spectrum of candidates and parties in the local elections on 30 June 2019, the Congress of Local and Regional Authorities has decided not to deploy its election observation mission.
Considering the fact that in 31 out of 61 municipalities only one candidate is standing for the local vote, it is difficult to expect a meaningful political competition, and this implies the logistical risk for the Congress of not being able to deploy a full mission throughout the country, which is a standard procedure during Congress Election Missions in accordance with our rules. What missions of the Congress are based on is the observation of local and regional elections with broad participation of the different political forces of a country, and so the Congress has never observed elections without meaningful participation of the opposition. Related to this question is our own assessment of a safe deployment for our Congress observers.
The decision of the Congress was taken in consideration of all the information available to us, both in regard of the political and the logistical situation. The Congress does not make any statement here about the lawfulness of these elections and this has nothing to do with the question of whether and when local elections will be held. That is Albania’s sole autonomous decision.”
